Home Care Benefits Update
This update is intended for CUPE Home Care members.
For over a decade, home care workers have been calling for a better benefits package, and a pension plan that doesn’t treat them like “second class” in the health care system.
CUPE promised that we would fight to ensure home care workers are members of the Health Employees Benefits and Pension Plan (HEB), the same as other health care workers.
As of October 1, 2025, home care employees were transferred to the HEB benefits and pension plan, fulfilling a major promise to home care workers that others said, “could never be done”.
While most of this major transition has been completed, the Home Care Benefit Trust (HCBT) has been unacceptably slow in providing members information about transferring pension funds to HEB or to another permitted retirement accounts, such as a Locked-in Retirement Account (LIRA).
CUPE is hearing from members who want their pension figures so they can retire from the MGEU Trust plan. They are being given the same timeline.
We have received information that the transfer has been approved by the regulator and will be advancing into the process.
CUPE will continue to work diligently on this concern.
Members are understandably concerned. CUPE has been working to get answers.
CUPE has contacted the Provincial Health Labour Relations Services (PHLRS) and Ellement directly, to express our concerns, and the responses below reflect the information we received.
Further updates
CUPE will continue to push for this matter to be resolved as soon as possible. We thank all members for your patience and understanding during this major transition. Home care members have deserved retirement dignity for far too long, and because of CUPE’s hard work, the transition to fair retirement is almost complete.
